Key developments at a glance
GPT-6.1 Terra adds a lower-cost model option, Runway App Studio packages creative workflows into apps, and Claude Code’s latest stable release addresses freezes and stalled work. These are separate product developments; the associated service disruptions and recoveries belong in today’s incident report.
Research covers 24 October at 12:00 through 27 October at 12:24 Europe/Istanbul (UTC+3). OpenAI’s dated community announcement and Runway’s launch are from 26 October. Claude Code’s release was published late on 26 October UTC, which is already 27 October in Istanbul. Vendor capability claims below are not MUVO test results.
GPT-6.1 Terra reaches ChatGPT Work, Codex and the API
OpenAI introduces GPT-6.1 Terra for visual reasoning, computer use and writing, with standard API prices below GPT-5.6 Terra and GPT-6.1 Sol. The dated announcement appeared on 26 October at 21:32 Istanbul / 18:32 UTC. Original product page, dated announcement.
Availability: OpenAI lists Plus, Pro, Enterprise and Edu users in ChatGPT Work and Codex, plus API access through gpt-6.1-terra. That named availability should not be read as a change to every ChatGPT surface or subscription.
Standard API prices are $1 per million input tokens, $0.05 per million cached input tokens and $5 per million output tokens. OpenAI says the model allows more tasks within a Work or Codex allowance and improves computer-use efficiency; it still points to Sol or Astra for the most complex coding. Pricing and availability.
Analysis: developers can evaluate Terra for routine screen-based workflows where cost matters. A cheaper token price does not by itself establish the cost or reliability of an entire task; MUVO has not benchmarked it.
Runway App Studio turns creative workflows into shared apps
Runway’s 26 October launch lets users describe a creative tool in ordinary language and build an app around its image, video and audio models. Apps can use Brand Kits, Workflows and assets, or package an existing Agent session into a simpler interface. Official launch.
Availability and cost: building is included in all paid plans without a separate add-on. Building, running and hosting consume existing Runway credits. Free users can use built-in and shared apps; visitors to public apps sign in and pay for their own generations. Team and Enterprise accounts have workspace-sharing controls, with additional Enterprise administration options.
The earlier 23 October changelog entry already listed App Studio for paid plans. The 26 October announcement supplies the launch’s sharing, hosting and spending details; we do not label it a new 27 October release.
Analysis: this can make a repeatable creative process easier for teammates to run. Budget for ongoing hosting as well as generation, and inspect which assets a shared app uses. The announcement’s output-quality examples are vendor claims.
Claude Code 2.1.311 fixes freezes, stalled edits and context handling
Anthropic published stable Claude Code version 2.1.311 at 00:51 Istanbul on 27 October / 21:51 UTC on 26 October. Its release notes address several ways an otherwise active coding session could become stuck or prematurely stop. Original tagged release.
The fixes include long freezes caused by very large list items in CLAUDE.md, delays in large Write/Edit operations, and standard-context sessions incorrectly stopping with a message about needing credits for 1M context instead of compacting and continuing. The notes also address tools from late-connecting MCP servers becoming unavailable to subagents, stale instructions after compaction and worktrees being removed while background subagents still used them.
Practical impact: affected Claude Code users can check their installed version and update through their usual installation method. These are documented client fixes, not proof that a particular private workspace has recovered or that all Anthropic API incidents are resolved. We did not reproduce these bugs or install the release during this scan.

The OpenAI product page, dated OpenAI community announcement, Runway launch, Runway changelog and Anthropic release notes support the stories above.
Google, ElevenLabs, other major providers and specialist music, voice, video and remix tools were also checked. Earlier announcements were deduplicated. Luma’s newly dated mini-app explainer did not establish a fresh launch date; restricted, sparse and undated sources remain research gaps rather than evidence of no activity.
